The user authorized continuing planned roadmap implementation. This ticket implements the public CLI interface and bundle exporter bridging data2dsl with downstream consumers (todo2code) under the application workstream.

Execution plan

1. Scaffold ticket-011 under application workstream.
2. Implement src/data2dsl_cli.py and src/__main__.py.
3. Add CLI tests in tests/test_cli.py.
4. Verify governance gate project\governance-check.bat and pytest.

Actual changes

• Implemented CLI entrypoint and commands.
• Added comprehensive unit tests for CLI.
• Verified deterministic governance gate is green.
