Understanding

The user authorized executing Phase 2A roadmap completion. We implemented and tested the upstream commit metric extension in subactor/diagit (PR #16 merged into main). This ticket updates TODO.md to reflect Phase 2A completion in data2dsl.

Execution plan

1. Implemented upstream count_commits in subactor/diagit with tests and merged PR #16.
2. Scaffolded ticket-013 in autogrammar/data2dsl.
3. Updated TODO.md.
4. Verified deterministic governance gate and unit tests.
