Understanding

The user authorized executing Phase 4: Reasoning consumer integration feed for todo2code. We designed and implemented ConsumerFactFeed and CLI feed-consumer to export structured factual reasoning payloads with cryptographic digests, preserving strict separation between fact comparison and downstream reasoning.

Execution plan

1. Implement src/data2dsl_consumer.py with ConsumerFactFeed and ReasoningFactPayload.
2. Add feed-consumer subcommand to src/data2dsl_cli.py.
3. Add comprehensive tests in tests/test_consumer.py.
4. Update TODO.md marking Phase 4 complete.
5. Verify governance gate and publish ticket-015.
