Goal and scope

Close ticket-025 only after reading its publication results back from the integrated main branch and GitHub. Record exact Validator approval, merge commit, and branch-deletion receipts. Do not change product behavior.

Acceptance criteria

• AC-01: PR #26 is merged into main by the trusted Validator App.
• AC-02: Approvals are bound to the exact published heads.
• AC-03: Ticket branch is absent after merge.
• AC-04: Ticket 025 is marked DONE / DONE only in this governance-only closure.
• AC-05: The deterministic governance gate passes.

• PR #26 approved at e10c8bfee2ffe92f574a8c6088e5447bf2d1d630 (Decision D-025-2270), merged as e99be3e27161b369c36ec3c6ee29f7cf7fbc840f.
