Goal and scope

Close ticket-027 only after reading its publication results back from the integrated main branch and GitHub. Record exact Validator approval, merge commit, and branch-deletion receipts. Do not change product behavior.

Acceptance criteria

• AC-01: PR #28 is merged into main by the trusted Validator App.
• AC-02: Approvals are bound to the exact published heads.
• AC-03: Ticket branch is absent after merge.
• AC-04: Ticket 027 is marked DONE / DONE only in this governance-only closure.
• AC-05: The deterministic governance gate passes.
