Goal and scope

Close tickets 029 and 031 only after reading their publication results back from the integrated main branch and GitHub. Record exact Validator approval, merge commit, and branch-deletion receipts. Do not change product behavior.

Acceptance criteria

• AC-01: PR #30 and PR #31 are merged into main by the trusted Validator App.
• AC-02: Approvals are bound to the exact published heads.
• AC-03: Ticket branches are absent after merge.
• AC-04: Tickets 029 and 031 are marked DONE / DONE in this governance-only closure.
• AC-05: The deterministic governance gate passes.

Tickets 029 and 031 are closed from integrated evidence:

• PR #30 approved at 4fb9157fbd10db052db77c34436c5e877ef1ac43 (Decision D-029-9304), merged as a731633f88f4ae722007326a189f913e0449c124.

• Branches agent/governance-housekeeping-029 and agent/application-quality-031 deleted upon merge.
