Goal and scope

Close ticket-035 from integrated evidence. Synchronize TODO.md checkboxes for 2026-08-21 section (work completed in tickets 029, 031, 033, 034). Update CHANGELOG.md with entries for tickets 029–035. Refresh README.md “Current state” section to reflect testing infrastructure, stack compliance, and nlp2dsl research. Regenerate project/TICKETS.md ticket index. Add 2026-08-24 action plan to TODO.md.
