1. PlanfileAdapter (for semcod/planfile ticket and task queue metrics)
2. DetaAdapter (for semcod/deta infrastructure and topology facts)
3. IntentContractAdapter (for subactor/intent-contract-dsl-runtime parties, deliverables, obligations)

Execution plan

1. Add dataclasses and adapter implementations in src/data2dsl_adapters.py.
2. Add raw normalization dispatch in src/data2dsl_skill.py.
3. Add unit tests for valid, conflict, missing, and unevaluable cases in tests/test_golden_case_e2e.py.
4. Add skill dispatch tests in tests/test_skill.py.
5. Run full test suite (pytest) and governance check (governance_check.py).

Actual changes

• Implemented PlanfileAdapter (semcod.planfile) with PlanfileMetricResponse and PlanfileTicketEvidence.
• Implemented DetaAdapter (semcod.deta) with DetaTopologyResponse and DetaServiceEvidence.
• Implemented IntentContractAdapter (subactor.intent-contract-dsl) with IntentContractResponse.
• Registered raw input normalizations in Data2DslSkill for planfile, deta, and intent_contract.
• Added 6 new test cases across tests/test_golden_case_e2e.py and tests/test_skill.py.
• Verified all 31 tests pass and GOV-PASS: passed (0 errors, 0 warnings).

Blockers

• None inside the recorded intent; proceed without a second confirmation.
• New authority remains required for destructive action, secret access, new external coordination, material objective expansion and trusted merge.
