Implementing OQL Telemetry Source Adapter according to docs/research-oql-telemetry.md to normalize scenario metrics (sample rate, temperature ceiling, GPIO pins, packet throughput) into Observation objects with EvidenceRef.

Execution plan

1. Define DEFAULT_OQL_EXTRACTOR, OqlScenarioSpecResponse, OqlTelemetryLogResponse, and OqlTelemetryAdapter in src/data2dsl_adapters.py.
2. Implement unit tests in tests/test_oql_adapter.py covering scalar metrics, string-set pinouts, error handling, and evidence hashing.
3. Run pytest and governance-check.bat.

Actual changes

• Initialized ticket-046 and configured intent.json allowedPaths and delivery budget.
• Added DEFAULT_OQL_EXTRACTOR, OqlScenarioSpecResponse, OqlTelemetryLogResponse, and OqlTelemetryAdapter in src/data2dsl_adapters.py.
• Authored unit test suite in tests/test_oql_adapter.py.
• Validated with pytest (55 tests passing, 100%), ruff check, mypy, and project/governance-check.bat (GOV-PASS).
