Changes made

1. src/data2dsl_subactor.py

• Replaced loose substring checking in validate_delegation_envelope with exact token matching against VALID_AUTHORITY_KEYWORDS.
• Fixed simulate_self_healing_cycle to lookup diag_profile.get("summary") so that diagnostic_severity_summary receives the severity counts object.

2. tests/test_subactor_f13.py

• Added tests verifying exact authority keyword validation and diagnostic summary presence in self-healing simulation results.

Verification

• pytest tests/test_subactor_f13.py: 2/2 passed.
• Full pytest suite: 123/123 passed.
• Ruff: passed.
