Drafted all three gate configs on branch ticket/095-on-change-gates (commits 5dd14f8..). governance-check fails GOV-WORKSTREAM-001/003: workstream quality undeclared; root gate configs owned by no workstream. koru-scan requires root markers, so infra/ placement cannot satisfy STARTER-022/023/024. Manifest fix needs governance workstream, reserved by in-flight ticket-094 (allocator refused). Ticket set to BLOCKED pending ticket-094 merge + a governance ticket adding regix.yaml, wup.yaml, testql-scenarios/** to infrastructure.ownedPaths.
