Goal and scope

Declare t2c.intent/v1 as a governed DSL by creating a dsl-manifest.json at the repository root, conformant with wellmanifest.dsl/manifest/v1.

The manifest binds the existing JSON Schema artifacts (schemas/intent-record.schema.json, schemas/intent-graph.schema.json) and documentation (docs/DSL.md) with SHA-256 digests, declares the 17-action command vocabulary, and sets the LLM boundary to bidirectional with propose-only model authority.

This ticket owns only dsl-manifest.json at the repository root. Command pages under docs/<COMMAND>.md and error/critical catalogs under docs/ERROR/ and docs/CRITICAL/ are deferred to a separate ticket in the integration workstream when it becomes available.
