Goal and scope

Record the completion and merge of the upstream read-only provider extension in subactor/diagit (PR subactor/diagit#16), completing Phase 2A roadmap items in TODO.md.

Acceptance criteria

• AC-01: Upstream provider extension implemented, tested, and merged in subactor/diagit (PR #16).
• AC-02: TODO.md updated to reflect completion of Phase 2A.
• AC-03: All 10 unit tests pass.
• AC-04: The deterministic governance gate passes.

Result

Upstream extension merged in subactor/diagit#16 (c692568). TODO.md updated.
